Description of Work



The Epidemiology and Laboratory Capacity Grant Coordinator position resides in the Communicable Disease Branch (CDB) of the Division of Public Health (DPH) and works out of the downtown Raleigh location with limited hybrid office/teleworking options available. 


The duties of this position include:

  • Performing pre and post award management of CDB Federal Grant Epidemiology and Laboratory Capacity for Prevention and Control of Emerging Infectious Disease Cooperative Agreement (ELC) award by ensuring that grant applications, special reports, required fiscal, workplan reports are submitted to grantor agencies on time and in accordance with the associated notice of funding opportunities (NOFOs) and submits the application packet through the Division of Public Health to the Department for review and approval per all requirements prior to submission.
  • Functioning as the grant coordinator for the Epidemiology and Laboratory Capacity for Prevention and Control of Emerging Infectious Disease Cooperative Agreement (ELC) which includes directly working with the ELC governance committee per grant requirements.
  • Works directly with the Deputy Branch Head/Operations Manager and the CDB Operations team in coordination with key Unit and program leads including key grant partners i.e.  State Laboratory of Public Health to manage the day-to-day supervision/management of the ELC budget and contractual activities supporting multiple programs.
  • Coordinates with CDB operations staff responsible for accounts payable, contracts and agreement addenda, and temporary staff who support ELC subrecipient monitoring.


As the Grant and Fiscal Manager, this position will report directly to the Deputy Branch Head and will serve as a member of the Operations Unit management team working closely with the Operations Supervisor. They also work in collaboration with multiple CDB program leads. They are primarily responsible for providing fiscal coordination and oversight responsibilities including, but not limited to, budget development, regular budget tracking and reporting, and working closely with program staff and assigned budget officers in the Division of Public Health. This position is tasked with grant coordination and oversight responsibilities including Pre and Post Award Management of the ELC Federal Grant, which includes working closely with the designated federal program officers. They have direct responsibility for fiscal, contractual, and grant management activities conducted by the Branch including the tracking of deliverables under the ELC Cooperative Agreement.

Qualified applicants must document on the application that they possess all of the following:

  • Considerable knowledge of the principles and practices associated with public health program administration, public and private medical facilities resources and personnel.
  • Considerable knowledge of federal grants management.
  • Ability to: interpret and understand information concerning epidemiology and medically oriented programs.
  • Analyze financial data and information concerning program operations to evaluate effectiveness.
  • Communicate effectively orally and in writing with Division, Section, and Branch staff and representatives of local health departments, private health care providers, and medical schools.
  • Considerable knowledge of Microsoft Office especially Excel, Word, and PowerPoint
  • Ability to work effectively in a team-based environment.

Management Preferences:
  • Working knowledge of the North Carolina Financial System (NCFS).
  • Previous experience with federal grant applications and applicable web-based platforms such as Grants.gov and Grantsolutions.gov.
  • Previous experience with CDC grant management and reporting platforms.
  • Working knowledge of project management software such as Smartsheet

Physical Requirements:
  • Work Requires visual acuity to perform an activity such as: preparing and analyzing data and figures, transcribing; viewing a computer monitor; extensive reading; visual inspections involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication of parts at distances close to the eyes.
  • Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, or pull or otherwise move objects including the subject’s own body.

Bachelor's degree from an appropriately accredited institution and five (5) years of progressive experience related to the area of assignment;
